RITTERWALD supports FLÜWO in a strategic partnership for submetering services

FLÜWO starts a long-term collaboration with Hecon in June 2026 for the billing and submetering services of its 10,500 flats

RITTERWALD advised FLÜWO Bauen Wohnen eG, one of the largest housing cooperatives in south-west Germany, on a strategic partnership with Hecon Abrechnungssysteme GmbH in submetering services and supported the transaction throughout the process.

As part of the partnership, Hecon will take over the entire billing and installation business of heat meters, water meters, heat cost allocators and smoke detection devices for FLÜWO’s portfolio of almost 10,500 flats as of 1 June 2026. The long-term cooperation aims to combine the expertise of FLÜWO and Hecon and to further develop billing and submetering operations in a sustainable, reliable and cost-efficient manner.

As an independent management consultancy, RITTERWALD supported FLÜWO throughout the strategic preparation and structuring of the cooperation. This included end-to-end M&A process management, professional data room management, and support throughout the due diligence process. RITTERWALD also advised FLÜWO during contract negotiations, including the development of a new framework agreement for long-term cooperation in billing and submetering services, laying the foundation for the future partnership.
